Bleeds aside, this is an issue if you intend to output as spreads. Adobe should REALLY be ignoring the page gap in spreads upon Open InDesign and go to File > New > Document. Choose Print from the options along the top of the New Document window, and click on Letter for the page size.

If the question is "how do I display spreads as individual pages" this can be done by unchecking "allow document pages to shuffle" then dragging single pages to their own areas. I might not get exactly what you're asking, but is it solved by right clicking in the master pages area, select "New Master", and then just select the "Based on Master"
